What is the Procurement Excellence Boot Camp?
Through the development of the Procurement Excellence Boot Camp, the El Paso Hispanic Chamber of Commerce and the City of El Paso intend to develop local and regional entrepreneurs into contractors that understand commercial, state and federal contracting, and use that to scale and grow their businesses through these avenues.
Our Goal
Our goal is to help local businesses identify, bid on and win commercial and government contracts! Attendees from all 6 cohorts will receive a certificate of completion and guidance on an effective capability statement. For the Advanced Contracting Cohort, any experienced contractor should attend. Basic Contracting Cohorts will be provided as well.
Who should attend?
Experienced Contractors! Session will include all training materials. Snacks & refreshments will be provided.

First Cohort (January 2025-February 2025). Classes are limited to first 10 businesses to register. Maximum of 2 per business may attend:

- Session #2 Friday, January 17: Considering “Teaming/Joint Venture” Relationships that are Mutually Beneficial
- Session #3 Friday, January 24: Mentor-Protege Strategy
- Session #4 Friday, February 7: Showcasing Relationships
- Session #5 Friday, February 14: Identifying and Responding to Requests for Proposal
- Session #6 Friday, February 21: Next Steps & Certificate Presentation

Training presented by
Mr. Daniel Portillo brings a unique 360-degree perspective to federal contracting, coaching, training, advising, consulting, and mentoring. For over 38 years, Daniel has worked as Contract Cost/Price Analyst for Defense andEnergy prime contractors, the US Air Force, Contract Specialist for the US Navy, Cost Price/Price Analyst and Administrative Contracting Officer for the US Army, Chief Contracting Officer and Director of Small BusinessPrograms for the Department of Veteran Affairs and the US Army, and two international deployments with theUS Corps of Engineers in Afghanistan. As a Procurement Specialist with the former Contract OpportunitiesCenter Procurement Technical Assistance Center (PTAC), now Apex Accelerator, he provided mentorship,counseling, coaching and training to hundreds of small businesses seeking federal, state, and other governmentcontracts. Daniel’s understanding of federal contracting has helped hundreds of small businesses understand,pursue, and win federal contracts.
